A CONTROLLED PROCESS

The core entry is mandatory and cannot be disabled or uninstalled separately.
Stop new access and handle existing sessions according to policy; revoke corresponding service grants.
Check dependencies and retain business data by default. Data deletion requires explicit separate confirmation.
Reverting code is not database recovery. New writes require a dedicated recovery procedure.
A PRACTICAL ROADMAP
Preserve RTS, MH, VE and specialist services while establishing an accurate module and dependency inventory.
Separate UMP accounts and authentication, complete module and service authorization, and migrate existing account references.
Decouple source, APIs and installation contracts. Verify each independent release and upgrade.
Finish installation, activation, authorization, removal and recovery, then perform site acceptance.
Existing installers continue to serve their own projects. The new RTS offline installer still requires formal artifacts and real-environment acceptance. No unqualified unified installation package is offered here.
